Ah, Work. The Glorious Wonder that keeps one's economy running smoothly and efficiently through combining citizens with oneself to perform mundane duties and...Yeah.
ANYWAY!
Each city has four 'Work Areas', the Blacksmith, the Farmlands, the Market, and the Walls. The Blacksmith translates into a 'Technology' stat, needed for ploys and siege engines, as well as better weapons and armor for your troops. The Farmlands translates to a 'Food' stat, which controls your food income. The Market is basically the same as Farmland, but instead of food it's Gold. The Walls are the defense of the city.
The Formula for a minimum amount of work is as follow.
Required Stat/10.
AKA, If you work on the Market with a 69 POL stat, it increases by 6.
Also, the required stats for each are as follows.
POL = Market and Farmlands INT = Walls and Blacksmith
When a city's areas are completely maxed out, the LED stat can then be used repeatedly to max out its 'Upgrade' rating, which can increase the City's overall size.
The bare minimum required for a post to increase an area is as follows.
EX: Lu Bu works on the Walls of Xu Chang.
Thus, the Walls would be increased by a minimum amount. HOWEVER! If you use decent RP skills and can create a decently sized post, there will be bonuses as to DM Discretion based off the size and detail of your RP Post.

Each liege is responsible for creating the work areas,
Ok, Once a city is claimed they liege is responsible for creating a work area for the areas above;
Once a city is created it starts at level 1 work area, and so on, here is a list of the levels.
Level 1 (starting point) 0/1100 Level 2 1100/2500 Level 3 2500/5000
Once a level is maxed out the rest of the work areas MUST be maxed out before the work areas go to level 2.
